The ukulele is easy to learn - Anyone who has had a child learning the violin will know the terror of practice time. It takes many months of practice for a child to produce in tune, pleasant sounding notes. This can be discouraging for both parent and child. The ukulele, on the other hand, is much easier for beginners. Most children will be able to strum a chord or two within minutes of picking it up.

If you do get too close to the third fret bar you will start to hear the string buzzing which will distract from the tone significantly.
Practice so slowly you can't possibly make a mistake. Once you've got a phrase under your fingers, it's easy to speed up. Once you've got a mistake under your fingers, it's nearly impossible to get rid of it.

Play slow, very slow. Imagine you're a snail and the strings are the road and play it as slow as you can. You will get the correct rhythm, you won't make mistakes that later on would be very difficult to address and try to increase the speed gradually over time, even if for now it doesn't sound very good.

If your ukulele is out of tune, you WILL sound terrible. There are plenty of tools online to help you to do this. My particular favourite is the AP Tuner.

A gig bag or case is useful for protecting the instrument when storing or transporting it. Tuners and gig bags can be purchased for around $20 each. You will also need to buy strings and replace them regularly. These are also reasonably priced, generally starting at $5 for a pack of strings.
